Summary
Following the method established in RES-0024, an instrument placed at Marrow as part of the expanding study logged a reading consistent with the eleven-minute interval. Nine minutes later — inside the margin of error Achterberg had flagged as acceptable — a transformer fault occurred at the precise sub-grid coordinate the reading had indicated.

I checked the reading against the grid map because Dr. Ward asked me to, not because I believed it meant anything. When the fault happened at that exact coupling nine minutes later I did not know what to do with that, so I wrote it down exactly as it happened and nothing else.

Fenn is treating this as confirmation. I was on the same shift and I want it on record that we get equipment faults at Marrow regularly — it is an old substation. A nine-minute gap between an unusual reading and an unrelated fault is not proof of anything unless you already believe it is.

Both statements are retained without resolution. This is the first Echo Protocol record filed under a SEALED archive level rather than RESTRICTED. Ward has requested the incident be treated as confirmation of RES-0024. Achterberg has requested it be treated as a single data point. Data Integrity has not yet ruled.
